I have made a submission to the public consultation on new speed limits in Dún Laoghaire-Rathdown to show my support for safer speed limits on our local roads. Overall, I am very supportive of reduced speed limits in residential areas, village/town centres and on narrow roads with high volumes of people walking/cycling.
I would strongly encourage you to make a submission too. You can read all about what’s proposed here or go straight to the council’s survey here. The deadline for making submissions is midday on Friday 19th January 2024.

Speed limit bye laws 2024
Submission to Public Consultation
January 2024
Dear Traffic team,
Thank you for the opportunity to make a submission to the public consultation on our Draft Speed Limit Bye Laws review 2024. I am supportive of the proposed changes to the county’s speed limits. In particular the changes reducing residential road speed limits and village/town centre speed limits from 50kph to 30kph.
In particular I strongly welcome the roads in my own area that are proposed to have reduced speed limits from 50kph to 30kph:
- Sandyford Village
- Stepaside Village
- Woodpark, Ballinteer
- Kingston, Ballinteer
- College Park/Delbrook Manor, Ballinteer
- Clonard/Wesley/Ballawley
- Pine Valley, Rathfarnham
- Moreen/Blackthorn, Sandyford
- All minor roads in Sandyford Business District including Carmanhall Road and Holly Avenue
- Woodford, Stillorgan
- Kilcross, Sandyford
- Sandyford Downs & Coolkill, Sandyford
- Slate Cabin Lane, Sandyford
- Village Road/Belarmine Avenue, Stepaside
- Belarmine, Stepaside
- Sandyford Hall, Sandyford
- Ferncarrig, Sandyford
- The Gallops, Leopardstown
- Leopardstown Heights, Leopardstown
- Rockville Drive, Carrickmines
There are a number of roads that are not included in the proposed changes, but that I believe should have reduced speed limits. These include:
- Ballinteer Avenue: In practice, someone driving the length of Ballinteer Avenue will not exceed an average speed of 30kph because there are so many turns and entrances on this single carriageway road. A lower speed limit of 30kph would ease traffic flow and improve safety. Consideration could also be given for applying a speed limit of 30kph on this road.
- The short section of Murphystown Road between the mini roundabout and Murphystown Way: this seems to be in error. The 30kp speed limit should apply once you turn off the main road. See image below.
- Ticknock Road and Kellystown Road: these roads are popular with walkers and cyclists and are only used for access to residences and Ticknock Forest. Signposting a slower speed limit may have even a small effect on slowing down drivers and making these roads safer and feeling safer.
- Barnacullia: there should be a lower speed limit of 30kph as the road passes through Barnacullia at the Blue Light pub to the right of way linking to Fernhill. This stretch of road has many pedestrians year round and is so narrow that there is barely room for two vehicles to pass each other.
- Ticknock Drive: While this road is still technically a private road, it is marked on the map so I am commenting on it. I believe it should be signposted as 30kph for the same reasons that I support the similar road of Belarmine Avenue/Village Road as 30kph.
- Kilternan Village: a section of the Enniskerry Road should be made 30kph from a point just north of the Kilternan National School to a point just south of Our Lady of the Wayside. This is an emerging village and within a short few years will have even more homes/village amenities facing onto Enniskerry Road. Once the Glenamuck Distributor Road is built this will also not be the main road to Enniskerry anymore. If other villages have a 30kph limit, then Kilternan should too.
- Glencullen village: the area around the village crossroads and in front of St Patrick’s NS should have a 30kph limit.
- Small rural lanes such as Sutton’s Lane and Mine Hill Lane should have 30kph limits too due to their nature as local access roads and not through routes.
If you would like to follow up on anything in this submission, please feel free to reach out to me on [email protected].
Kind regards,
Councillor Oisín O’Connor
